To celebrate the great victory, Othello announced a grand celebration to be held

Personal Reactions
Deschiona, Emilia, and Iago's communication exposed that Iago has a cynical view on women. He says " Come on, come on; you are pictures out of doors, Bells in your parlors, wild-cats in your kitchens, Saints m your injuries, devils being offended, Players in your housewifery, and housewives' in your beds. " It means: women are models of propriety when they go out, sweet conversationalists with guests, and angry Spitfires to their servants. They claim to always be the injured party, fly into a rage at an adverse comment and are idle in matters of housework and penny-pinching with their sexual favors.
This is probably why Iago does not have the slightest sense for frame Desdemona

Question
Q: How is Iago going to manipulate people
A: Iago says " . . . With as little web as this will I ensnare as great a fly as Cassio. Ay, smile upon her, do. I will gyve thee in thine own courtship". So he probably going to focus on Cassio's courteous manners and attentions to Desdemona.

The role of the storm

As we all know, storm a kind of inclement weather, it generally indicates that some bad thing is about happen. In Othello, the storm foreshadowing for coming tragic events. Besides, the storm ends the war because it destroyed the Turkish fleet, which means that the plot will no longer involve any military strategy. Manipulation and lies will take center stage of the play. Meanwhile, because of the upcoming celebration for the winning of the war Iago has more free time to manipulate people.
